We’re pleased to welcome back Fabiola Annacondia and Laura Alarcon Diaz from the International Bureau of Fiscal Documentation (IBFD) as our guest speakers for this online training session on VAT.
This session will provide an update on recent EU VAT developments, including two important documents published by the European Commission on 24 July 2026. We will look at the revised Explanatory Notes, updated following the VAT in the Digital Age (ViDA) reforms and reflecting changes coming into effect from 1 January 2027, as well as the updated One Stop Shop (OSS) Guidelines.
The second part of the session will take a more practical, case-based approach, exploring recent and ongoing VAT cases and their potential implications. Topics will include:

Fabiola is the editor of the International VAT Monitor and the EU VAT Compass book, as well as the cluster manager for the VAT courses offered by IBFD International Tax Training. Ms Annacondia holds a postgraduate degree in International Tax Law from Barcelona University, a postgraduate degree in Tax Law from the Argentine Social Museum University and studied Comparative Tax Policy and Administration at Harvard Kennedy School. She worked as a fiscal auditor (tax inspector) for 11 years with the Argentine tax authorities and teaches indirect taxation at the University of Buenos Aires.
Fabiola has worked at the VAT Department of IBFD for the last 23 years. She lectures, publishes, and speaks at VAT Conferences around the world regularly on a wide variety of VAT-related topics. She is a guest lecturer at several LLM programmes. She is a member of the VAT Expert Group of the European Commission and of the sub-group “indirect taxation” of the UN Tax Expert Group. In recent years, she has presented at OECD global forums and workshops in China, South Korea, Saudi Arabia, Japan, Australia, and Mexico.

Managing Editor, IBFD
Laura Alarcón is the Managing Editor of several publications on VAT, customs, excise duties and environmental taxes at IBFD's Knowledge Centre. Laura is the author of articles published in the International VAT Monitor journal. In addition, she participates in research projects and training programs for the OECD and for national tax authorities worldwide on VAT and environmental taxes-related topics.
Laura has been a speaker on VAT topics in several conferences and is a guest lecturer at postgraduate programs in the same topics. She holds a Bachelor's law degree, an LLM in International Taxation from Queen Mary University of London and a Post-Master in EU VAT from Erasmus Universiteit Rotterdam.
Prior to joining IBFD, Laura worked for the multinational company on a project related to VAT and technology in Munich, Germany. Before that, she also worked in the public and private sectors in Mexico, for the Tax Administration Service (SAT) as well as a tax advisor and litigator in tax matters.
